The Tariff Commission of the State Council of the People's Republic of China (PRC) announced today that on April 10, 2025, the U.S. government announced that the rate of “reciprocal tariffs” on Chinese goods exported to the U.S. would be further increased to 125 percent. The imposition of abnormally high tariffs by the U.S. side on China is a serious violation of international economic and trade rules, as well as a violation of basic economic laws and common sense, and is entirely a unilateral bullying and coercive practice.
In accordance with the Tariff Law of the People's Republic of China, the Customs Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China and other laws and regulations, and the basic principles of international law, approved by the State Council, starting from April 12, 2025, the measures of tariffs on imports originating in the United States will be adjusted. The relevant matters are as follows:
I. Adjusting the tariff rate of tariff increase from 84% to 125% as stipulated in the Announcement of the Tariff Commission of the State Council on Adjusting the Measures of Tariff Increase on Imports Originating in the United States (Announcement of the Tariff Commission No. 5 of 2025). In view of the fact that there is no possibility of market acceptance for U.S. goods exported to China under the current tariff level, if the U.S. side continues to impose tariffs on Chinese goods exported to the U.S. in the following period, the Chinese side will pay no attention to it.
II. other matters are implemented in accordance with the Announcement of the Customs Tariff Commission of the State Council on the Imposition of Tariffs on Imported Commodities Originating in the United States (Announcement of the Customs Tariff Commission No. 4 of 2025).
